Requires California State University and requests that University of California and California Community Colleges give priority access to on-campus and year-round housing.

Exempts foster youth and former foster youth under the age of 19 from in-state residency requirements for tuition and fees at California State University, University of California and California Community Colleges.

AB 167
Allows for foster youth who transfer high schools in either the 11th or 12th grades, to be exempt from local district high school graduation standards and instead be held to the State standards. As it currently stands, for example, the State graduation requirements total 130 credits.

Lays out the educational rights of foster youth including: the right to stay in their school of origin even if their placement moves them out of the school district, immediate enrollment in school even without school and immunization records, credit for partial completion of classes, etc.
